On 3 May 2019 Gavin attended a Multi-stakeholder Focus Group on Public-Private Partnerships to Counter Terrorist Threats at New York University (NYU). The event was co-organised by the NYU Center for Global Affairs and the UN Counterterrorism Executive Directorate (CTED).
The aim was to develop guidelines and evaluation criteria for CTED to use when vetting private sector partners and technologies in collaborative counterterrorism work. Gavin was one of 20 global experts invited to participate in this event, which included representatives from international organisations, global financial institutions, technology companies, internet platforms, security think tanks and human rights advocacy organisations.
